Always thought that too, based on experience with two different Westies. BUT, I got clued in a couple of years ago on how to get the tank to fill, from the outside inlet, as fast as the water can flow from the hose. First, one of the fillers with the flexible neck that sticks down into the filler pipe. Second, turn the water on full blast!! Don't try to dribble it in. If to slow, yes, the water will back up. But if you open the hose all the way, full pressure, the tank will fill just fine without backing up until it's full. BTW, thanks to Joy for pointing this out.
