Have a helper move the heat control lever at dash. Watch levers on the heat control boxes located at end of each heat exchange box on engine. Do they move? The levers and/or cables can seize up due to rust etc. The control box itself can rust out. The cable can also be messed up at dash. (bent)

On my '81, the heat/defrost exchange box under dash was useless *mainly* due to failed foam seals on the internal control flaps. This repair is well documented in the archives. To repair, dash comes out, then box, then split box open and repair.

Does your model have a gas heater?
