Mark, Perhaps your mechanic did not put the rear drums back on the axle exactly the way he took them off. I had this when I put on new rear drums. I even had the new drums turned, and they still pulsed. I found I was able to make it go away by turning the drums on the axle and just leaving the screw out (1984). Its been a few years now, and the problem has not returned. You can turn the wheel and hear the brakes rub. . just turn the drum one bolt at a time until you hear the least amount of rub.
