I've seen this on a number of vehicles -- IIRC Suby Outback and Honda Accord included. It should unstick the blade from the glass so you don't rip the blade or wreck the linkage -- but of course it has to have been running long enough before you try, which makes me wonder about its practical utility. I think my Accord had it, but I can't remember what if anything the manual said about it.
