I-90 through Washington and Montana is a better choice in road in winter (in my opinion) than I-80 across Wyoming (which can have large sections closed during major storms).
Now the choice between I-90 across South Dakota, versus I-80 across Nebraska...will only really vary depending on storm situations. I-80 across Iowa is better than I-90 across Minnesota.
With that info, I'd suggest you take I-90 and then divert south to I-80 either via I-25 (front range across Wyoming), or I-29 (mostly paralleling the Missouri river).
Not sure about much to see (any time of the year) across I-80 in Nebraska. But the northerly I-90 route takes you close to Devils Tower (eastern Wyoming a bit north of the interstate) and Mount Rushmore (south of I-90 in western South Dakota.) Good photography places.
If traveling local roads, beware of the wild turkey. There are a lot of them around Devil's Tower.
