I'm a little skeptical about this 'needs a new throttle body' idea.

First, I'd check that the throttle switch is closing at idle. there are two styles fitted to 1.9 waterboxer engines............. the early type with the two switches mounted right on top, and the later type with a single switch on the bottom of the throttle body. I am finding many of the 'switch underneath' ones not able to reach adjustment, or rusted and stuck in one position, which is a problem.

also .........WHEN the throttle switch makes contact is important. I had a case of my own van where it would not drive smoothly at very low rpm, not that I lug it around, but it should not buck, and operate smoothly at low throttle openings. Adjusting the idle switch so it is just closed very close to zero throttle fixed that bucking thing. And sometimes it can be tricky to make sure it *always* makes contact at idle, every last time ........ and breaks contact pretty close to zero throttle as you open the throttle.

if you have say, 5 to 10 % throttle opening before the switch tells the ecu that it's not at idle anymore, that will confuse things for sure. I'd check that. - idle switch adjustment. And lube the throttle shaft bushings, and everything that moves on it. Ignition timing also comes to mind. That can't be too advanced at idle.
