"Promote" as in to encourage, to favor, to advance, to foster, or to incite.

I don't know whether rust can be incited much. But it doesn't take much encouragement for it to get into seam rusting.

Different companies have different formulations for windshield de-icers. Usually an alcohol, and sometimes with propylene or ethylene glycol. Not sure what the effect of a glycol would be if it crept into and decided to take up residence in body seams.

I just want to check before spraying that stuff on the windshield.
