Calcium chloride (high-grade ice melt) will melt stuff very well. Unlike rock salt it generates significant heat as it dissolves -- I tried to make a saturated solution once and it got up to 185F. That's why it's no good for ice cream. So use lots but keep an eye on the solution temperature.

Or else the pump is broken. The submersible pump will burst if water freezes inside it, and I'm pretty sure the cabinet-mounted one will too.
