Sealed beam DOT headlights are not very good.  They are disposable
items produced with minimum attention to reflector and  lens quality.
Even the Xtravision are just OK.   From personal experience Cibie H4
or Hella H4 e-codes are vastly superior. Old adage applies that you
get what you pay for and this is one area where you should not skimp
on quality.
