Danny, if you have checked your grounds and they are good along with the other tests you mentioned, I think I know what the problem could be. Try unplugging your oxygen sensor and drive the van, and see if this helps you out. If it does then your Oxygen sensor is bad. The other thing I have seen is the end of the plug that goes from the oxygen sensor wire to the ECU can go bad. I am talking about the large green wire that is located near the coil. It plugs into the oxygen sensor here so it goes from being a thick green wire to a thin black wire. The part I am talking about is the thick green wire side. That is the wire that goes to the ECU. It is a coaxial wire (shielded) and over time it can go bad on the end or along the length of it somewhere. The first thing to try is to cut the end off of this wire about an inch back then strip the outer insulator of the wire back another inch. You will see copper wires covering an inner green wire. You will then want to trim the outer shielding wires with some wire cutters. Now you will see the inner wire. Strip the insulation off of this about 1/4 of an inch and crimp a new end connector onto it (female spade). Now drive the van and see if the problem is fixed. Most of the time this will fix it. If not then you should test this wire at the ECU plug with an ohm meter to see if there is continuity between the shield wire and the center wire. If there is then the wire has a bad spot in it at some point and should be replaced with a new piece of shielded wire from the ECU plug.

I have dealt with this problem many times in the last couple of years and it seems to be a problem that has recently cropped up because the wiring harness is aging. If have seen the problem on 1.9l and 2.1l Vanagons. Let me know if you need any more help.
