I have encountered this policy a couple of times when camping at Prado Regional Park near Chino, CA. It is handy park when you need to be in the LA area (e.g. visiting family) and not half bad if the Alta Dena dairy is downwind that day.

They were very reluctant to allow us to camp in the Westy, I explained about the stove, fridge, sink, bed... and they finally relented.

I can understand that they could have a homeless population staying in their cars, especially in the currect ecnomic climate -- but if these folks are willing to pay the camp fee I don't see why that would be a serious concern. In California at least (due to the cost of housing) there are a fair number of homeless people who have jobs and are just trying to get by.

I do carry a small tent up top on the Westy since some State Parks (Indiana for example) have campgrounds that are 'tent-only' and, apart from costing much less, I prefer the company of tenters to the 40' Motorhomes.
