Yes he can.  I don't know anything about the quality of the van, but there is a guy in the Portland area who frequently advertises on Craigslist.  Just run a search for Vanagon and it usually pops up.  


If he's planning on venturing further north, there is a guy in Coeur d'Alene, ID who offers some really nicely maintained vans.  http://www.dragonflyvans.com/
