One of the lights comes on when the headlight switch is on and that is also the wire coming from the same type of lighting in the E flasher switch. That is all that it has in common with the E flasher switch, they both get the dimmer wheel controlled backlight voltage. The grey/blue wires from the dimmer wheel go around the dash to backlight various things when the headlights are on.

The other light on the face of the switch comes on to remind you the defogger switch is activated.
