YOU should never fill the oil filter before installing. First you are
introducing un filtered oil to the engine and any dirt that goes in will be
directly injected into the bearing.
However the real problem is that during an oil change the pump and suction
lines will also drain down. This requires the pump to move some air to prime
itself and this is easier if there is some air space in the outlet. Once the
pump primes the filter will fill very quickly lick a second or two.

When I put in new filter, I fill it up with oil as much as it can take. You
need a little patience, to wait for the oil to settle in it every time it
fills to the brim. You should check the oil pressure also.
