This happened to me when on the freeway at about 65 mph and up. It sounded
like a helicopter about to land on top of my van. I had some flexible black
irrigation pipe that I split down one side and tucked/rolled under the front
lip. Took care of the problem and is very unobtrusive. I cut the pipe
almost as long as the front edge of the luggage rack.

The seal is bad up there between the plastic top and the roof of the van.
This happend to me while going across the Varazano bridge in NYC with some
strong cross winds...all of a sudden this horrible very scary very loud
buzzing sound from above my head...scared the crap out of me.
well I pulled over to check what it was and then with a bit of black duct
tape across the edge of the luggage rack and the windshield rubber seal I
was good to go for let see at this point another 6 years!

Nothing up there but the factory westy top.
its the luggage rack that is buzzing right above the windshield.

The air deflection plates you can buy for most of them help. Also make sure
its not a bar end wistle that's causing harmonics in the roof (sounds like a
buzz to me). End caps on round bars make the difference there.
