have you tried a nut splitter?
I have a Snap On splitter and can get to a few of the exhaust nuts with it.
When I cant, I use a small rotorary cutting disc to make a small cut across the nut almost to the threads and whack it with a very sharp chiesel in the direction it would spin off.
If you have the time make two cuts in the nut, one on either side and it will pop right off with a chiesel whack.

I'm with Jim. I've YET to find a satisfactory way of removing rusted on
nuts. I've even tried the melted paraffin trick which is supposed to wick
into the threads, but not really great. I'd say heating them really hot is
the only thing to try before splitting the nuts. Can you back the nut WITH
the stud right out of the manifold?

In almost 45 years of working on cars, I've never had a penetrating
oil of any kind solve a problem like you are having.
If you have a good nut splitter try that. It has worked on rusted,
rounded exhaust nuts for me. I have been able to chisel and grind the
waste nut away and rechase the threads.
Prepare to break the studs if the nut splitter doesn't work.
