a cheater trick and diagnostic thing -
use a Remote Stater Swtich ..
connected to battery hot lead on the starter ( I often use the nut on the
alternator , same thing ) and the 'starter trigger terminal' on the starter
solenoid,
and making sure it's in neutral and things are safe,
energize the starter with your Remote Starter swtich.
if it doesn't go.
whack the starter on the side with a hammer.
If that makes it operate .......
so far, every time........that's been a bad starter.
Do also consider the electrical part of your ignition switch ...those can be
weak for sure.
I simply could not fix vanagons without a Remote Starter Swtich ...
perfect for self-rescue, and diagnosis etc.
you could also say year and model and version of vanagon.
I can't tell if you are talking about an air-cooled one,
a diesel, a 1.9 waterboxer, a 2.1 waterboxer, or one with an automatic
transmission., or a syncro ...etc.
that info is always useful.
replacing that cable from solenoid to starter motor.
I'm a little suspecios of that 'repair' myself.
that sounds like 'extending the life' of a pretty tired starter in the first
place.
'not normally done' is what I'd say.
those Bosch starters are so good....and last for so many years... ( I don't
even think about messing with a non-bosch rebuilt used starter if it's weak
, I just get a good Bosch Rebuilt one. )
When one finally does give out ...
I only get Bosch Rebuilt Starters ..........and then it's good for a long,
long time.
'Some' of the versions of vanaogn I mentioned above use a starter bushing in
the transalxe, some do not.
another reason why 'make, modle, and year' information is needed to comment
intelligently.

My 91 starter not turning. I here the fuel pump come on, there is 12v at the
main starter lead and less than 4 at the solenoid when turning the key. When
I disconnect the solenoid lead and turn the key there 12v. So under a load
is when I think is the problem but what ?? I had the starter tested at a
shop and worked. Some history, this past fall the short braided cable
between the starter and solenoid was replaced at a shop.
