No relay unless someone added one. This is either a bad contact on the ignition switch or the headlight switch. The hi-low beams are actually controlled by contacts on the turn signal lever. In order to be able to "flash" the hi beams with the headlights off, there is another wire going to the hi-low beam switch that has power all the time. This is why the high beams light when the switch is raised. As part of this design, if you turn on the headlight switch with the ignition off, lifting the lever will cause a back feed to everything on the ignition switch to such as wipers and turn signals to get power.

Does anyone have a PDF file they could send me of the Bentley Vanagon manual? I need to know which relay is the hi beam low beam relay. My lights wont come on unless you hold up the dimmer switch. And the relay does not click. But when I pull up on the turn signal switch the high beam light on the dash comes on and so do the lights but as soon as I let go they go back off. Any help thanks........
