Just a thought... Was your '90 Westy sold new in California?

Many 1991 Vanagons (produced between 09/90 and 12/90) were sold in California as 1990 models in order to get around the new OBD regulations.

In 1991, the Westy was available in Orly Blue.

That's a great source but not entirety accurate. My '90 Westy was originally Orly Blue but that color is not listed for '90 Campers. So I assume there are other omissions.
