Just an update. After my trip too and from Bus Brrrr, the binding had increase some more. Prior to leaving I did a quick visual inspection but didn't really see powdery rust or any obvious signs this was the issue, so I went to Bus Brrrr (woo-hoo!).

Anyhow, after I got back I crawled under the van and shot the u-joint with some PB Blaster, then I took it for a spin. It is still binding some but there was a noticeable improvement in the steering. This definitely confirms that, in this case, the problem is with the u-joint at the rack. Looks like I'll be looking for a replacement soon.
