I've stayed at Catoctin (across the mountain from Camp David) and it was nice.  PA state parks are generally very good, but if you are traveling with pets be advised that not all parks that permit camping also permit pets.  If this is an issue I have more PA camping info at home and can provide a rundown.   Stephen

A glance at the map shows Catoctin Mountain Park (a National Park Service park) about 40 miles S in Maryland, Michaux State Forest and Park about 40 miles NW in Pennsylvania, and several state parks in Pennsylvania within a radius of 60 miles, all with campgrounds.  David McNeely
