Same here on the Right Coast, mostly New England and environs. RV places, Agway, a hardware store, an LP depot (grumbled a lot about difficult access i.e. kneeling on the ground and not being worth his time, but didn't charge extra -- after that I started carrying a rug for the attendant to kneel on).

Incidentally for BBQ tanks, Airco (welding supply outfit) gives you a full 20 lb for a decent price. Dunno if they can handle RV Acme fittings. I've read (on a swap-tank holding cage at Home Depot) that the "standard fill" nowadays is 18# and that these particular swap-tanks contain 17# for some tortured justification. And Haagen Dazs pints are now 14 fl oz! and ice cream half-gallons now typically 56 fl oz)
