"permanent fix" I'm not so sure of, but I do know that Gorilla Tape will seal a "wound" like this and over time the seal will get better and better. The tape hardens with heat and time and is particularly well suited for this kind of "trouble". It becomes epoxy-hard with heat in particular. Even well suited for exhaust repairs.

Apparently this pipe/tube is completely exposed and you have access to it currently, which would make application of the tape easy. Do some googling of Gorill Tape and see what you think of its attributes to treating the condition you describe.
