This may be because WA drivers are notorious for clogging up the fast
lane. Here in OR, 8 times out of 10 if there is somebody dogging along
in the fast lane blocking traffic, it's a WA driver. They seem to have
no understanding of the concept *slower* traffic keep right. In CA
they'd likely be shoved or shot off the road. When I lived in LA that
was a sure way to drum up some real road rage in folks. Here in OR we
seem to mostly just suffer quietly, praying they will eventually pull
over and let us by.
