This may be because WA drivers are notorious for clogging up the fast lane. Here in OR, 8 times out of 10 if there is somebody dogging along in the fast lane blocking traffic, it's a WA driver. They seem to have no understanding of the concept *slower* traffic keep right. In CA they'd likely be shoved or shot off the road. When I lived in LA that was a sure way to drum up some real road rage in folks.
