As long as you have a wiper relay still in #10 you must have pulled that thing from one of the other slots so #4 it is. What number is on the one in slot #10?

Anyway, pin 1 of the empty slot #4 has tach pluses on it so certainly plugging the wiper relay into there could give the relay something to chatter about.
