I'd just use the pump and filter in situ to run off a can of gas. like take the fuel tank out of the picture, and see it it's still noisy that way. If it gets quiet...then you consider restricted pick-up in the main tank. if it's still noisy ...then you consider the pump itself., and you need to know the filter is decent of course.

sometimes the pump won't suck fuel out of a gas can until the feed hose has fuel in it, rather than just air. if you need to ... put the gas can inside the van, and start a siphon to the fuel pump. expect the gas can to empty pretty quickly as all fuel return will still be going back to the main tank.

another trick is to blow back up in to the tank some .. ( remove gas cap first so it doesn't pressurize ) like with compressed air ... see if that clears up the pick up in the fuel tank. Don't overdo it on air pressure though.

if you have a small filter before the pump ... those are getting harder to find, and clog up easily sometimes. the bigger metal can filter downstream of the pump is the better deal, and easy to retrofit.
