Todd, as I think about this a little more, I wonder if that is the correct Hall Sender for the Vanagon distributor. All of the ones I have seen have had the pickup on the opposite side of the distributor from the plug. I know that the early Eurovan's had the same Hall Sender as the Vanagon but their ETKA was giving a wrong part number. When I got my first EV it needed a new Hall Sender so I ordered the one that was listed in the ETKA. When I got it I noticed it had the pickup for the hall right at the plug like the unit you just installed in your van. I thought that was weird since the old one had the pickup on the opposite side but I thought VW must have changed the design so I installed it. The Eurovan would not start. I decided to try a good used Hall Sender with the pickup on the proper location and voila! it started right up. So I would speak to your vendor. I don't think that distributor is going to work. Sorry about the confusion. I am not awake yet :-)
