thats the westy interior ID number, all westys have that too..poprivited to the rear sofabed kickpanel.   it doesnt have the VIN on it like the one on the outside of the RF door does.

Serial plate on my '84 Westy (delivered in Germany) was a small 
aluminum plate held onto the front panel of the rear seat with 
escutcheon pins. Located near the sliding door. I've seen the ones 
you're talking about.
