Jeff, the only likely failure is S11 fuse or the turn signal switch
or wiring between.  Temporarily jumper the 15 and 30 terminals on the
4-way switch and plug the connector back on.  If the turn signals now
work it's either S11 or connection/continuity problem with the
black/blue wire btw 15 terminal on the 4-way switch and the fuse.
