Well, Ya got some truths and ya got some slight exaggerations. An 82 aircool will not drive like a 1.9 or 2.1 water cooled. Never gonna happen. But, the engine is one you know.was proven in many years of bus design (74 through 79) and will do the job if not abused. My 83 had a habit of stop running if I pressed it in the hills east of San Jose late on summer afternoons on 680. Other than that, it started every time, ran well. It just won't be fast. It would not keep up with my 84 1.9. That bus would smoke any 2.0 air cooled in the valley. And yes, CARB is a PITB. Buy it, rebuild it or find a good 2.0 engine for it, hope the tranny holds up, and keep it for what you wanted it for. Weekend jaunts into the hills for quality family time.
