In my other vehicles (non vw) the altenator should read around 14.6 volts. So the 13.2 seems a little bit low not saying your alt is bad though. But more than that it seems that you may a something sucking down the the batteries. You can try the old take of the neg battery cable and put a test light in series trick, and if it lights the test light then you know something is drawing from the battery and then start pulling fuses until you can locate at least what circuit that the drain is on.
Last time I did that found the interior light was shorting out, pulled the bulb and problem solved.
