If I filled the tank in Mexico, I would sanitize it and the water I filled with chlorine bleach, or with iodine tablets if I could not get bleach (iodine has a nastier taste than does chlorine). filling with tap water in the U.S., I consider it fine. BTW, if I filled it in Mexico, and sanitized it, I would drink the water.
