My own '87 WBX auto Westy had the same problem when I initially installed
the same cruise control. I put the magnetic pickup on the CV and adjusted
the switches to get the effective speed range a little lower.
I was beginning at 50 mph and going up to about 100 mph, so I adjusted it
down to about 30 mph - 80 mph for more usability.
I added a Golf/ Jetta underhood vacuum storage canister and tee'd in a
large Golf/ Jetta vacuum check (along with the little vacuum check) plumbed
in properly, to add additional vacuum. It made all the difference, and now
it works flawlessly.
It sounds like you need to do the same things on your vehicle to get it
working properly.
IIRC, you don't use both the VSS and the tach connection, the blue wire
goes to one or the other, not both. You lose over-rev protection when you
don't pick-up tach signal, but the tach is not a good way to regulate
vehicle speed in an Automatic; there'sway too much slush between engine rpm
and wheel rpm for accurate speed control.
