First check the fuel pump +12 connector (single connector near the vapor-recovery vacuum valve at front-right. If it's plugged in and you have +12 there for a couple seconds when you turn the ignition on, then the problem is that wire/connector, the connections at the pump, the pump itself and the ground wire to the frame rail. Should have +12 all the way to the pump, ~0 from pump to ground terminal.

Otherwise it's an ECU relay/fuel pump relay sort of thing, and I'm not going to sort out the schematics until I'm sure you need it.
