First I'd listen for it (I do that every time I start it anyway <g>), then I'd check the ground on the fuel pump. Next I'd rig a wire with an alligator clip to a meter and see if the pump is getting power when you turn the key on like it should. This is my 'starting with the basics' (on a Does the fuel pump work? question) and is what I'd do for any bus with an electric fuel pump, be it a '79, an '82, an '85 or an '87.
