It could be that a misguided soul installed the wrong fan temp switch in the radiator. There is an Audi version that looks the same but turns on WAY too often at a low temp. BusDepot even sells it as a Vanagon option. I have tried it in 2 different Vanagons and both times removed and finally discarded it.

If you look in the Bentley, page 19.12, you can see the stock switch temp ranges for 1.9 versus 2.1 models. The 2.1 switch runs the fan at lower rad temps. The above mentioned Audi switch runs at even lower ones.

I run the 2.1 version in all my vans.
