My hope is that the other variables will "average out" over time, so I can get a sense of who has the best gas for my bus. My flaw may be slightly malformed, but, it's my approach.

You should somehow add other variables to your spread sheet? Are all of these mpg's based on the exact same road, traffic, temperature, altitude, load, wind conditions, etc. I think those variables will more than account for the differences in your mileage?
