No and yes. The E-code lights give full illumination out to distance X and then stop; with a rising slope to the roadside side of the beam to help with signs and such. DOT lights gradually fade away starting at X minus a good bit and ending who knows.

Must be halogens -- the lamp envelope is small and the overall units are sealed in the sense that you can't disassemble them. But unlike "proper" sealed beams, they don't burn out in a few minutes if they get a little air or water inside.
