Fuses #1 through #13 are shown in Bentley's. #14 is not shown, near as I can see. The van's owner's manual says that #13 does the rear window heater and #14 the rear window wiper (where applicable).

My van does not have a wiper. Yet there is a fuse in this position.

My guess is that the fuse was installed mainly for decorative purpose, to keep van owners from fretting about the empty slot. If so, that fuse is available for new applications, like in-dash pizza oven, cop spotlight, or to power a rooftop PA system for the purpose of broadcasting political messages.
