Quite right. In that case you and Mr. Rodent will have to agree on the meaning of a "load." What he's saying is that there's nothing at all hooked to that fuse, unless there's a hidden switch someplace that will unleash the Tigers of Doom or blow all four tires or defeat England in the FIFA World Cup or something like that.
