short answer is 'yes'.. as long as you are jumpering, at the relay socket, ...power on one terminal, and the other goes to the fuel pump ...that is one way you can test if the fuel pump works, and wiring to it is good.

you can bench test any common relay like that one with a 12 volt test light, a jumper wire or two, and 12 volts. if you look carefully at the relay picture in Bentley ...you can see what pins energize the little electromagnet in it, which pins are power in, and power out, etc.

I have rarely ever seen a bad fuel pump relay .. though they can be weak or intermittent , and think how many times and for how long a 20 year old one has been energized ! ...wow. I always carry a spare one, just in case, but they are pretty reliable.
