But that was NOT what happened. The vendor offered some items on Ebay. The potential buyer wanted something different that was NOT offered on ebay. The vendor said "we have it but we don't sell that item via ebay."

So the item in question was NOT offered on ebay. Obviously Ebay can't require that any vendor who ever sells through them must forever after only sell through them, which is what many of the interpretations of the ebay policy language quoted here would mean.

They mean that if the buyer & seller of a specific advertised item find each other through ebay, that item must be sold through ebay.

I've actually found a variety of vendors through ebay whom I've then bought things from, not necessarily through ebay. I find buying through ebay a nuisance. I can't make sense of the rules regarding bidding, which seem rigged to immediately force the buyer up to her maximum willingness to pay. But I've found it a good way to find on-line sellers from whom I can get specific items a lot more cheaply than in local shops, without the hassle of the on-line auction. I see no reason to expect those on-line vendors to be disreputable at all.
