In the state of Oregon, many totalled/junkyard vehicles have a salvage title. Particularly wrecked vehicles that an insurance company owns/owned. You can get a real title by taking a "salvage title" vehicle into the DMV for a VIN inspection, and they'll issue you a reconstructed title. With a DMV VIN inspection, and even a lost title, you can get a new title in Oregon. It's kinda nice, except in most cases you have to take the vehicle to the DMV. It seems that there are some instances where an inspector will come to you, but when I asked the DMV about it, they didn't quite know how to answer. According to the law, a state police officer could do the inspection. Of course, all states are different, but that's how it works here in Orygone.
