In Mass, cars didn't even have titles years ago.
So, if it's an old car (like my '59 Bug or '71 Karmann Ghia) and it's
stayed in the state,
and then eventually bought from the original owner, they have no title to
give you. None currently exists!
But, as soon as you go to the registry with a valid current BOS, it'll now
get a new title issued in your name (or the PO can apply for one before
selling it).
A title is an ownership document ONLY. I have titled cars like this, but
didn't get plates, insurance or inspection because the car wasn't road-ready
at that time.
This 'title-only' request usually throws the folks at the registry for a
loop, but there's nothing preventing ANYONE from OWNING a vehicle, even if
they don't have a driver's license.
If it's a legal sale, and your registry refuses to give you a title, it is
still possible to get a title from other 'less-strict' states.
But, you need to have a helpful friend that resides in that state. You will
have to pay all those different expenses, then get it titled to you in your
state eventually.
There's many kinds of titles, liked bonded, salvage, re-issue, replacement
of lost, etc.
There's usually some way to finagle a valid ownership document that allows
you to legally and properly register a vehicle.
Some cost more than others, some are more difficult, but it should be
possible one way or another.
