Dear Craig,

You should never buy a vehicle without a current title! The title is the DNA of the car/truck, showing the present owner and any lien's, etc. I would make the seller produce a clear title or pass on this one. If you would buy said vehicle and say there is a $XXXX.XX lien on it, the lien holder shows up one day, and makes you surrender the vehicle. You not only loose the car, you loose what ever you paid for it, and any repairs you may have done. Now if it happens to be stolen that is another bag of snakes. "Did you steel it"? These are questions you never want to have to answer to the "Constabulary". Now that said, you may want to call your local DMV, and ask them there opinion of what you have in mind. They will know your states particular laws and be able to tell you the right way to go. Also you can call the DMV of the state the car is titled in, and have a title search done. This will show any liens, if its stolen, etc. Again there is a reason he doesn't have a title. In all probability all is well, but you never know without a current title! To many good ones still out there to get jammed up for no reason.
