I see your problem. In California, they will allow you return that vehicle on the road. However, once title has been surrendered, they will reissue as a reconstructed vehicle (salvage). In some cases, they may require you to comply with emissions inspection regulations for the year the vehicle is returned to service. Exception is if the engine is unchanged.

How you eventually title this vehicle will depend a lot of which State the vehicle is coming from and where you eventually get title.
