I know it's not the same issue, but when I bought my beetle, I waited like
60 days to title it with title and bill of sale and would have gotten a
large penalty for waiting more than 30 days so I had to get a new bill of
sale from the guy with a current date. He was easy to find, but just don't
wait too long to title it even if it is not running.  Good luck.
