the shoe applies pressure to drum, so a drum gets more pressure :)

yes, they are supposed to work on both sides, that's why I wrote "in
theory". In practice often one drum is braked, and one not  due to
wear and mis-adjustment

Shoe, my dear man, shoe.  Not drum.  AFAIK all parking brake systems
in the universe (even on wheelchairs) work on both sides of the vehicle.
