I too repaired a garden hose today to test out the stuff. I followed the instructions, stretching multiple layers as tightly as I could pull the stuff (it is both tough, and stretchy (mine is the "professional grade," meaning twice as thick as the regular)). Pressured the hose, end capped, to maximum, and so far no leak. My thoughts are that it will not leak in this application.

BTW, mine came from Cheap Tools too, though I ordered it from Amazon.com. There was no indication at the order site that it would come from a third party vendor. I had checked out the price from Rescue Tape web site, from the Cheap Tools web site, and from the local Cheap Tools outlet, finding all to be more expensive than the Amazon.com price (no shipping charge for this item). So, Cheap Tools sells for less via Amazon than it does in its local outlets. But not for less on its own web site. Strange.
