You just had that explained T-rev.

The cruise control uses the voltage spike from the current draw of the brake lights as a release mechanism - the LEDs don't pull enough current, so the release mechanism is not triggered.

I wanted brighter rear running lights so I installed brighter incandescent bulbs. Happy now...
